Change of use granted for spot listed car workshop

Fuller Long have helped our client to obtain planning permission for a change of use application to revert a former police transport depot to its original use as a car showroom after the building was spot listed partway through the application process. Our team of consultants provided planning, highways and heritage support for the project.

We were initially contacted by the client’s architect to produce a transport statement to support the planning application. The transport statement successfully demonstrated that the small increase in the workshop floor area due to the removal of ground floor office space would not have any impact on the traffic generation and as a consequence car parking demand.

Fuller Long were later instructed directly by the client to provide a full heritage assessment of the physical changes required to the building to support the change of use application and to submit an additional application for listed building consent as a result of the building being spot listed during the original planning application.

The planning application was approved following our team’s input and we successfully obtained listed building consent for alterations to the building in association with the proposed change of use including the retention, repair and redecoration of the front elevation, installation of fascia signs at ground and first floor levels, and removal of non-original partitions at ground floor level in order to create an open plan showroom area.

Heritage consultant Hannah Walker’s supporting Heritage Statement showed that the proposed change of use of the building and the associated refurbishment would rejuvenate the tired and neglected appearance of the building, while returning a site of key significance in the story of British motoring to its original use.
